Building Costs in the Algarve 2026: What to Budget for a Villa

One of the most common questions we hear from international buyers is: how much does it actually cost to build a villa in the Algarve? It's also one of the most difficult to answer honestly — because the range is wide, the variables are significant, and most of the figures you'll find online are either out of date or uselessly vague.

This article gives you 2026 benchmarks, explains what's typically included and excluded, and highlights where budgets most often go wrong.

If you want someone to keep the budget under control for you, our bespoke build management service runs the build as your independent project manager, not your builder. If you'd rather have a factory-built home, see our turnkey modular (prefab) villas, built with Casas InHaus.

What Are Typical Construction Costs Per Square Metre in the Algarve?

In 2026, construction costs for a new Algarve villa typically fall within the following range. These figures cover construction only and exclude land, professional fees, planning costs and landscaping.

Construction-only budget range

Actual cost depends on design, specification and site

€2,000–€4,000 / m²

For a 250m² villa at good specification, that puts construction costs at €500,000–€1,000,000.

These figures exclude VAT.

What's Not Included in the Build Cost

This is where many buyers get caught out. Construction cost is only one component of total project cost. The additional costs that buyers frequently underestimate include:

01

Land purchase

Buildable plots in desirable Algarve areas range from €150,000 to well over €1,000,000 depending on location, size, views, and existing permissions. Near the coast or in premium areas like Quinta do Lago, Vale do Lobo, or Palmares, expect to pay significantly more.

02

IMT (transfer tax)

When buying building land you'll normally pay IMT at 6.5% of the price (5% for rustic land), plus 0.8% stamp duty. Rules for non-resident buyers are changing, so confirm the current rate with your lawyer before you commit.

03

Architect and engineering fees

Typically 8–12% of construction costs.

04

Planning fees

Câmara application fees, specialist reports, topographic surveys. Budget €5,000–€15,000 depending on project.

05

Project management

If you appoint a construction manager (which we strongly recommend for any international buyer), expect to pay 5–10% of project value for professional project management.

06

Landscaping and pool

Frequently overlooked in initial budgets. A quality pool will add €30,000–€60,000. Landscaping a 1,000m² garden to a good standard adds another €20,000–€50,000.

07

Connection fees

Connecting to mains water, electricity, sewage, and telecoms can add €10,000–€30,000 depending on the plot's proximity to existing infrastructure.

08

VAT on construction

Construction work in Portugal is normally charged at the standard VAT rate. Since 1 July 2026 a reduced 6% rate applies to some new homes built as a permanent residence or for long-term rental, with a price cap of €660,982 and licences filed between 25 September 2025 and 31 December 2029. Most villas built for international buyers won't qualify, so check with your accountant before relying on it.

09

Furnishing and fit-out

Not typically included in build contracts. A fully furnished 250m² villa to high spec can add another €80,000–€150,000.

Total Project Cost: A Realistic Example

A client building a 280m² villa in the western Algarve at good-to-high specification, on a plot purchased for €350,000:

Land

€350,000

IMT and stamp duty

€25,550

Architect and engineering fees

€60,480

Planning and specialist reports

€10,000

Construction (280m² at €2,700/m²)

€756,000

Project management

€45,000

Pool and landscaping

€75,000

Connection fees

€18,000

Contingency (10% of construction)

€75,600

Furnishing

€90,000

Total

≈ €1,506,000

This is not an unusual project for the Algarve — and it illustrates how quickly costs add up beyond the headline construction number.

Why Costs Have Increased

Construction costs in Portugal — like most of Europe — have increased significantly since 2021. Labour shortages, material cost inflation, and high demand from both domestic and international buyers have all contributed. The days of building a good villa for €800/m² are largely over.

Portugal's official index of new-home building costs rose 7.2% in the year to June 2026 (labour +8.0%, materials +6.5%).

What hasn't changed is the fundamental value proposition: the Algarve still offers excellent weather, infrastructure, stability, and quality of life at a price point well below comparable locations in France or Spain. But buyers need to come in with realistic budgets, not the figures they read in articles from 2018.

Where Budgets Most Commonly Go Wrong

Confirm planning requirements for the plot before setting a budget.

01

Using contractor estimates rather than detailed tenders

A contractor giving you a ballpark figure over a coffee is not a price. Until you have a detailed, itemised tender based on completed drawings, you don't have a number you can rely on.

02

Not budgeting for scope changes

Most builds involve changes during construction — some unavoidable, some driven by the client. Every change costs money. Budget a contingency of at least 10–15% on top of your construction contract value.

03

Choosing the cheapest contractor

In Algarve construction, the cheapest quote almost never represents the best value. Low-cost contractors frequently cut corners, use substandard materials, or front-load a project and slow down when cash runs low. The difference between a reliable and unreliable contractor can easily cost you more than you saved.

04

Not managing cash flow properly

Construction in Portugal typically operates on milestone payments. Understanding when money needs to be available — and ensuring it is — prevents delays and protects your position if something goes wrong.

If you prefer a villa built to your own brief, our bespoke construction management service explains how we coordinate the design, contractors and cost control throughout the build.

Modular Construction: A Fixed-Price Alternative

For buyers who want certainty on cost and timeline, modular construction is an increasingly attractive option. Through our partnership with Casas InHaus, Orla offers turnkey modular villas in the Algarve with a fixed price from day one, estimated delivery around 12 months after planning approval, and a high-specification finish as standard.

The fixed-price model eliminates most of the budget uncertainty described above — you know what you're paying before you commit. It's not the right solution for every buyer or every plot, but for those who want a premium villa without the risk exposure of traditional construction, it's worth understanding.
